The Route 5S safety project in Utica officially moves into phase 2, and both east and west bound lanes are meant to be in the new alignment, and could take around 3 to 4 months. A NYS DOT spokesman says that the pandemic caused a reduction in traffic, and that they took advantage of that fact.
