Thomas DiNapoli has released the Fiscal Stress list for the state. The Fiscal Stress Monitoring System was developed in 2013, and evaluates different conditions in order to calculate a municipality's fiscal stress. The system is used by the Comptroller to monitor the fiscal stress of different municipalities across NYS.
Fiscal Stress Designations are as follows:
Fiscal Score 45 to 54.9 = Susceptible to Fiscal Stress
Fiscal Score 55 to 64.9 = Moderate Stress
Fiscal Score 65 or Higher = Significant Stress
Listed worst is the Town of German Flatts, with a score of 81.7. Best, is the Village of Sylvan Beach, with a score of 0.0. A full list is available at NYS Fiscal Stress List, where you can check the level of any municipality in the state
