The Utica Police Department issued an official statement yesterday regarding an incident last week, where an officer had allegedly used excessive force during the arrest of Kerwin Taylor.
Body-cam footage shows officers attempting to restrain Taylor and put him into a transport vehicle, before an officer not part of the initial arrest is seen stomping on what looks to be Taylor's face.
Upon review of the footage, the UPD immediately suspended Matthew Felitto, and issued the following statement.
