Utica Traffic Stop Leads To Weapons Arrests



At approximately 8:45PM on February 7th, 2022 officers with the Utica Police Department Crime Prevention Unit, partnered with Deputies from the Oneida County Sheriff’s Office, conducted a vehicle stop near the intersection of Hart St and Tracy St relative to NYS Vehicle and Traffic Law violations.

While conducting their investigation they noticed an open alcoholic beverage and narcotics paraphernalia. Additionally, they learned that the driver, Richard Gibbs age 25 of Utica did not possess a valid NYS license.

As they attempted to speak with the driver outside of the vehicle the male began to physically struggle with the officers and he was subsequently taken into custody. The other occupants were then requested from the vehicle and during the course of their investigation the officers located a loaded 9mm self-manufactured “Ghost Gun” within the vehicle.

All three parties were then detained and taken to the Utica Police Department.

At the conclusion of the investigation the following were charged:




Richard Gibbs age 25 of Utica Criminal Possession of a Weapon 2nd Criminal Possession of a Weapon 3rd Criminal Possession of a Firearm Resisting Arrest Obstructing Governmental Administration NYSV&TL violations


Ruben Adorno age 30 of Utica Criminal Possession of a Weapon 2nd Criminal Possession of a Weapon 3rd Criminal Possession of a Firearm NYSV&TL violation


Lawrence Napper age 26 of Utica Criminal Possession of a Weapon 2nd Criminal Possession of a Weapon 3rd Criminal Possession of a Firearm
